Environmental and social advisory services and impact assessments for highway projects were among the first contracts awarded to JGP when the firm was established and have remained an important part of our portfolio ever since. To date, we have successfully concluded more than 95 mandates covering more than 45,500 Km of highway reaches, including projects in Brazil, Chile, Colombia, Mexico, Panama, Paraguay, Peru, Portugal, Algeria, Cape Verde, Mozambique and RD Congo. We are recognized as market leaders in Brazil and elsewhere in Latin America.
Our team possesses a deep understanding of the intrinsic challenges of road projects that typically include a wide array of construction-related impacts, as well land acquisition issues, resettlement and economic displacement, direct impacts on ecosystems and communities and indirect impacts resulting from induced development and land-use change, among others.
We have developed more than 30 ESIAs, many of which for greenfield projects. On some of the more complex greenfield projects, more than 30 public consultation events were required, as stakeholders engage very actively on discussions of alternative alignments. Due to this experience, we have developed specific methodologies for comparative evaluation of alignment alternatives and for the conduct of structured alignment consultation processes.
Among the most challenging highway projects for which we have developed ESIAs and E&S Management Plan design and implementation, the São Paulo Beltway Project deserves special mention. Other landmark projects include the Imigrantes Highway Duplication, the Tamoios Highway Duplication and the BR-163 Highway in the state of Mato Grosso do Sul.
On more than 12 toll-road concessions we have been responsible for E&S Due Diligence and Independent Monitoring on behalf of Lenders.
During the past 15 years we have been involved with structuring of E&S aspects of toll-roads and other transportation project Concession/PPP contracts, mostly under mandates with IFC, IDB, BNDES and other Lenders. This experience includes over 25 Concessions and/or PPPs totaling over 30,000 Km. Highlights include the PIPA Highway Concession and the State of São Paulo’s 2nd Toll Road Concession Program.
