São Paulo and Campinas are connected by a multi-purpose railway that is used for both passenger traffic and cargo. Several passenger services operate the existing line that is shared by a cargo concessionaire during the limited periods when this is possible. Both cities are also connected by two high-capacity highways that suffer daily commuter traffic jams. The Intercity Fast Train (106 Km.) will segregate passenger and cargo lines and create a high speed (160 Km/hour) express service in addition to the current commuter multi-station service. The project will be implemented mostly within the existing right-of-way, but some expropriation and significant resettlement of irregularly occupied areas will be necessary.
JGP was retained by IDB to develop the Environmental and Social Feasibility Study and Assessment of Compliance with IDB Safeguards Policies and IFC Performance Standards, as well as to structure the environmental and social aspects of the project´s concession. This is a very complex project as it includes three different concessionaires sharing the same right-of-way: the cargo operator (a federal government concession), the commuter passenger service (operated by a state company) and the future express service operator.
In a subsequent contract, JGP was mandated to develop the project´s ESIA and its Public Consultation Program.
