The services were provided to the State of São Paulo’s Highway Concession Agency (ARTESP) through a contract with IFC in charge of structuring the Concession Program. JGP´s scope included review of legal framework and gap analysis with respect to IFC Performance Standards, assessment of current legal compliance status with environmental permitting and other requirements, permitting roadmap for planned capacity expansion works, pre-feasibility level environmental and social baseline surveys, assessment of ESHS aspects of current highway operations, inventory of E&S liabilities, assistance to the engineering consultancy in the study of alternatives and development of appropriate solutions in urban crossings and in environmentally sensitive areas, preliminary identification of E&S risks and impacts and of required mitigation/compensation, E&S CAPEX and OPEX estimates, Terms of Reference for impact assessments, resettlement plans or other E&S studies to be required of the future concessionaire, assisstance with definition of E&S requirements to be included in concession contracts and tender documents and technical support during the tender process.
