CELPA, CEMAT and CELTINS are the Elecricity Distribution Concessionaires of the states of Para, Tocantins and Mato Grosso. Jointly, these states represent over 30% of Brazilian territory. All three concessionaires belonged to the REDE Group and each one individually obtained finance from IDB to implement their Three-year Investment Programs. These included high-voltage distribution expansion, rural electrification, urban electrification expansion, renovation of distribution lines and other distribution system quality improvements. 

Jointly, finance provided to the three Investment Programs was over US$ 400 million. JGP was retained by REDE Group and IDB to conduct the Environmental and Social Due Diligence leading to Financial Close. Subsequently, JGP monitored implementation of the Investment Programs during 4 years.
